Hacienda CDC (Hacienda), Oregon’s largest Latino-led, Latino-serving housing organization, is proud to propose an affordable housing community for Lake Oswego. Our proposal embodies Hacienda’s model for Equitable Development and Environmental and Racial Justice. Our priorities and values are driven by the expectation that affordable housing developments must be responsive to underserved populations, underrepresented voices, and vulnerable groups first.
This is why a people-centered design approach is the heart of our developmental process. Our development team knows that we can only co-create successful solutions when they are deeply informed from, and with, the community.
Our proposal for this site envisions a three-story, elevator-served, 100% affordable housing development designed to serve families and communities of color by creating 55 new affordable rentals.
Informed by universal design principles and trauma-informed design, the building will provide varying and accessible places for gathering including open and covered seating, an art-filled plaza, a nature-based playground, and a native forest garden.
In addition to 55 units of affordable housing, this development will include several community functions, including a management office, resident, and supportive service offices, along with a community room and kitchenette.
Through partnership with Housing Authority of Clackamas County (HACC) and with targeted outreach to communities of color, we anticipate serving a mix of families and individuals experiencing homelessness and/or facing imminent displacement who need permanent supportive housing (PSH). The project proposes 55 units total, with a preliminary unit mix of 26 one-bedroom homes, 23 two-bedroom homes, and 6 three-bedroom homes. 20 units will be rent restricted to 30% AMI (Average Median Income, see chart below), and 10 units will be dedicated for PSH through coordinated access with HACC, funding through RLRA vouchers and SHS subsidy from HACC and services provided by New Narrative.
